As you discovered, the shaft may break if you exert too much pressure at the point where the shaft is secured in the drill chuck. Q: Looking for a good boot polisher.will this work for that?

It is meant for polishing metals -- the foam likely is too firm for boot finishes.

Q: Can you purchase replacement foam balls in of purchasing a whole new tool?

I looked and didn’t find any. They only last about ten wheels.
